Waterproofing a Bathroom: What the Membrane Has to Do, How It Fails, and What AS 3740 Actually Requires
Water damage in a domestic bathroom doesn’t announce itself. It builds behind the tiles — quietly, consistently — for months before it becomes visible on the other side of the wall or the substrate starts to soften underfoot. By the time a homeowner notices it, there’s a strip-back, a re-membrane, a re-tile, and likely a structural assessment in the quote. Waterproofing isn’t a tradie’s discretionary add-on. Under AS 3740, referenced in the NCC, it’s a mandated installation in every domestic wet area. Not a suggestion. Not a line item a licensed applicator can skip.

Why Waterproofing Is a Compliance Requirement, Not a Trade Preference

In new construction and in any alteration that involves a domestic wet area, the waterproofing installation must comply with it. This isn’t a quality-tier decision or a reflection of how careful a particular tradie happens to be. It’s a compliance floor. The homeowner doesn’t get to opt out, and neither does the contractor.
The consequence of non-compliance isn’t abstract. In most Australian states, the waterproofing stage requires an inspection and a certificate of compliance before work can proceed to tiling. Without it, the renovation may not pass inspection and the building permit cannot be closed out. Beyond the inspection: if water damage occurs in a wet area where waterproofing was not correctly installed or certified, the insurer’s position on the claim is predictable. Documentation of compliant waterproofing is the evidence that separates a covered event from an unpleasant conversation about what was and wasn’t done to standard.
A homeowner directing the work doesn’t change the obligation. Where Waterproofing Must Be Applied: The AS 3740 Zones
Most waterproofing failures don’t occur because a membrane was absent from the job entirely. They occur because it was applied to the wrong area, terminated at the wrong height, or not carried through a corner or penetration correctly. AS 3740 divides a bathroom into defined zones — each with specified membrane treatment, coverage area, and junction details. Those specifications are not left to the installer’s judgement. They are the standard.
Full floor coverage required. Walls to a minimum 1,800mm height, or full height where the enclosure extends to the ceiling. Every internal corner and change of plane requires reinforcement — the membrane height alone is not sufficient at junctions. This is the highest-specification zone in the bathroom.
The full floor area subject to water — not just the shower footprint — requires waterproofing, including perimeter upturns at the specified height. A membrane that stops at the shower threshold and doesn’t continue to the floor drain area isn’t a complete installation.
Waterproofing to the specified heights around all bath edges. The bath-to-wall junction is a movement joint — it needs silicone sealant rather than grout, and the membrane must be carried behind it. A grout-only bath junction is one of the most reliably predictable water ingress points in a domestic renovation.
Vanity base area and toilet base where recessed into the floor. Not a zone that typically gets attention in a renovation brief — and not a zone that usually produces an obvious failure until water has been tracking through the substrate for some time.
Fibreglass or polyester reinforcement strip is mandatory at every internal corner, change of plane, and junction with a sanitary fixture. This is a distinct installation step from membrane application — applied before the membrane coats, not during. A membrane over an unreinforced corner is not a compliant installation.
Every pipe, waste outlet, and fixing that penetrates a waterproofed surface requires individual membrane treatment around the fitting. What Compliant Waterproofing Installation Actually Involves
The process is more staged than most homeowners expect. Each step depends on the previous one completing correctly — the substrate has to be right before priming, the primer has to be dry before the membrane, the first coat has to cure before the second, and the membrane has to cure fully before the flood test. The flood test has to confirm a watertight result before tiling can start. Shortcutting any of those stages doesn’t save time. It relocates the cost.
Substrate Preparation
The surface must be clean, dry, structurally sound, and free from dust, oil, and contamination. The substrate type matters: compressed fibre cement sheet is the current standard in wet areas. Standard plasterboard is not a compliant substrate in a shower enclosure, regardless of what goes on top of it. If the substrate isn’t correct, the membrane isn’t the first problem to solve.
Prime the Substrate
Most liquid membrane systems require a compatible primer applied to the substrate before the membrane coat. The primer promotes adhesion, seals the surface, and in some systems reduces the porosity variation that would otherwise produce uneven membrane coverage. It is not interchangeable with generic priming products. Allow full dry time per the manufacturer’s data sheet.
Apply Reinforcement at All Corners and Junctions
Fibreglass or polyester reinforcement tape at every internal corner, change of plane, penetration, and junction with a sanitary fixture. This step is mandated under AS 3740 and performed before the membrane coats — not during, and not incorporated into the first coat. A membrane that cracks at an unreinforced corner is not a product failure.
First Coat of Membrane
Applied at the manufacturer’s specified coverage rate across the full required zone — not just the shower floor and up to shoulder height, but every area AS 3740 specifies for the wet area configuration. Cure fully per the data sheet before proceeding to the second coat.
Second Coat of Membrane
Applied perpendicular to the first coat to ensure even coverage across the surface. The wet film thickness must reach the rated dry film thickness for the membrane system to perform as tested. The second coat is the one most commonly thinned when a job is running behind — a decision that looks invisible at installation and becomes apparent later.
Flood Test Before Tiling
The membrane must be fully cured before the flood test begins. The waste is plugged, the shower area filled to a specified water level, and held for a minimum period — typically 24 hours — while monitoring for any drop or movement of water through the structure. Approved Waterproofing Materials: What Goes on the Wall and Why It Matters
Not all membrane products are appropriate for all applications. The membrane needs to match the substrate, the exposure conditions, and the adhesive system going on top. A product correctly used in one context doesn’t automatically transfer to another — the data sheet and the system compatibility documentation are the reference documents, not the supplier’s verbal recommendation or what was used successfully on a different job with a different substrate.
The most common membrane type in Australian residential wet areas. Applied by brush or roller in two coats, flexible when cured, and able to accommodate minor substrate movement without cracking the bond. Must be applied at the manufacturer’s rated coverage rate — thinning the application to cover more area defeats the system and won’t reach the rated dry film thickness. Not all liquid membranes are compatible with all adhesive systems.
Bonded sheet product with consistent thickness throughout — less applicator-dependent than liquid systems for coverage rate. Better suited to flat surfaces and recessed shower areas. Corners and junctions require fabricated or lapped details rather than brushed application. Higher material cost; the tradeoff is reduced variability in film thickness across the surface.
More commonly specified in commercial and high-traffic applications. Less flexible than polymer-based liquid systems and better suited to dimensionally stable substrates where movement is not a factor. Not typically the first choice in a domestic residential renovation, but compliant when correctly applied to the right substrate.
Not an approved standalone system under AS 3740. Grout is not a waterproofing material. Tiles are not a waterproofing material. This misunderstanding is more common than it should be — and it’s the reason a significant proportion of residential bathrooms built in the 1980s and 1990s are now leaking through their substrates.

What Waterproofing Failure Looks Like — and Why It’s Rarely Obvious Immediately
The membrane is under the tiles. Water is methodical. By the time moisture tracks through to an external wall face, or the substrate begins to degrade visibly, the accumulation has usually been running for months — occasionally longer. The visible symptom is rarely the point of failure. It’s just the point where the failure becomes undeniable.
Delamination at Corners
The reinforcement strip was skipped or applied over a contaminated surface. The membrane cracked at the movement point — corners flex fractionally with every temperature and humidity cycle, and a membrane without reinforcement behind it isn’t built to accommodate that. Water tracked through the crack and has been sitting in the substrate. By the time the homeowner sees damp on the external wall surface, there’s a full strip-back, re-membrane, and re-tile in the repair quote. The missed reinforcement step cost less than a tube of grout.
Shower Floor Membrane Failure
The membrane was applied too thin, wasn’t carried to the required wall height, or failed to bond correctly at the waste outlet — the most structurally vulnerable point in the floor plane. Water bypasses the membrane at the floor-to-wall junction and tracks through to the substrate or structure below. Usually first noticed as damp or soft flooring at the base of the adjacent wall. The shower looks fine. Everything behind it doesn’t.
Penetration Failure
Every pipe, waste outlet, and fitting that penetrates a waterproofed surface is a potential failure point if it wasn’t individually treated at installation. Brushing membrane across the pipe isn’t the same as sealing around it — the membrane needs to be correctly flashed to the fitting collar, with no gap for water to track behind. These leaks are typically slow and run undetected for an extended period before showing externally. Slow leaks into a timber subfloor or structural framing are the version where the repair scope becomes genuinely expensive.
Membrane Applied Over Incompatible Substrate or Primer
Some liquid membrane systems are not compatible with every primer or surface treatment. Applied over the wrong product, or over a substrate that wasn’t adequately prepared, the membrane can separate from the surface as it cures — appearing intact from the top while having no meaningful bond underneath. Typically discovered during or after tiling when tiles begin to shift, or the membrane peels back at an exposed edge. By that point, the tiling cost has already been paid.

Licensing, Certification, and What You Should Receive When the Work Is Done
In most Australian states and territories, waterproofing in a domestic wet area must be completed by a licensed waterproofer or licensed builder. The specific licence category varies by state — contractor licence, waterproofing licence, or builder’s licence with the relevant class. The obligation to hold one doesn’t vary. A homeowner cannot legally self-certify wet area waterproofing above the relevant threshold, regardless of who instructed the work or who is paying for it.
On completion of the waterproofing stage, a certificate of waterproofing compliance should be issued by the licensed applicator. This is a document — not a receipt, not a verbal assurance — that confirms the work was completed to AS 3740. It can be required by a building inspector at the waterproofing inspection stage and held as evidence in an insurance event if water damage occurs later. If the person waterproofing the bathroom cannot produce this documentation when asked, that question needs an answer before the job proceeds to tiling.

The two stages are distinct — waterproofing must cure before tiling starts, and the flood test sits between them as a required checkpoint. If they appear as a single line item, it isn’t clear what’s been allowed for each, or whether the flood test is included in scope. Ask specifically: flood test included? In most Australian jurisdictions, wet area waterproofing above a certain contract value threshold must be completed by a licensed waterproofer or licensed builder. The licence category differs — NSW, QLD, VIC, ACT, and NT each have their own structure — but the obligation exists across them.
Below that threshold, some jurisdictions permit an owner-builder to apply the membrane themselves. The practical constraint is that the compliance certificate can only be issued by a licensed applicator. The cure time is product-dependent, not a fixed universal number — which is the first thing worth understanding before accepting a schedule built around a specific timeframe. Most liquid membrane systems under standard temperature and humidity conditions require a minimum of 48 to 72 hours before tiling can proceed. In high humidity, low temperatures, or poor ventilation, that window extends.
The data sheet for the specific membrane system is the reference document. The manufacturer’s specified minimum cure time is a lower bound, not a target to approach as closely as the schedule allows. Tiling over a partially cured membrane is the most reliably predictable way to produce a bond failure — the adhesive goes on top of a surface that’s still off-gassing, and the adhesion between the membrane and the tile bed never reaches the rated strength.
A flood test involves plugging the waste outlet, filling the shower area to a specified water level, and holding it for a minimum period — typically 24 hours — while monitoring for any movement of water through the structure. If the water level drops, or moisture appears on the external wall or the floor below, the membrane has not held and the failure point needs to be identified and rectified before tiling proceeds.
It is a required pre-tiling check under compliant installation practice. A passed and documented flood test is the only confirmation — short of removing tiles after the fact — that the membrane is performing before it’s covered. If a tiler is ready to start laying tiles and a flood test hasn’t been conducted and documented, that is the point at which to pause the job. Often, you don’t — not from inside the bathroom. The membrane is under the tiles. The failure is behind the surface. The signs tend to be external: damp patches or staining on the wall outside the bathroom, on the ceiling of the room below, or on the floor surface adjacent to the shower. Soft or spongy flooring near the shower base. A persistent musty smell without a visible source. Paint bubbling or peeling on the other side of an internal bathroom wall.
By the time any of those symptoms appear, the water damage has usually been accumulating for months. What looks like a small damp patch on an external wall often represents a significantly larger area of compromised substrate or framing behind it. If you suspect a waterproofing failure, a moisture assessment by a building inspector or renovation specialist is the appropriate starting point — not further sealing around the visible symptom.
It depends on the condition of the membrane after the tiles are removed — and that condition can’t be confirmed until the strip-back is complete. Tile removal puts the membrane at risk. Most liquid membranes are thin. The adhesive bed bonded to the tile back often takes some of the membrane surface with it when tiles are removed. If the membrane is breached at any point during strip-back, re-waterproofing is not optional before new tiles go on.
If the membrane appears intact after strip-back, it’s worth having it assessed for adhesion and continuity before assuming it can be retained. A membrane that has been in service for ten or fifteen years may not have failed, but may also be approaching the end of reliable performance. The cost of confirming its condition before tiling is a fraction of the cost of finding out it wasn’t adequate after.
